Voluntary Report on the Implementation of International Humanitarian Law at the Domestic Level

Canada’s Voluntary Report on the Implementation of International Humanitarian Law at the Domestic Level was produced in 2024 as a result of the efforts of CNCHL. The report outlines how Canada implemented its International Humanitarian Law (IHL) obligations and related commitments. The report provides an overview of Canada's IHL obligations, the role of the CNCHL and of the organizations of which it is comprised, in addition to domestic implementation measures. Topics covered in the report include dissemination of IHL and training, domestic jurisdiction over violations, protections for various groups and objects in armed conflict and means and methods of warfare. The Voluntary Report can be downloaded here.

Other States have also published voluntary reports on the domestic implementation of IHL. The ICRC maintains a non-exhaustive list of voluntary reports publicly available. This list can be accessed here: https://www.icrc.org/en/document/voluntary-reports-domestic-implementation-ihl.
